Like nearly all government ran establishment, there is a little lag and drag in the execution of tasks sometimes emanating from the lack of ICT to share laziness and sometimes politics.
But this is place is well organized and coordinated and relatively efficient considering the resources at their disposal.

Could be a lot more effective if I.C.T. is used for daily activities.
